International experts through the International Atomic Energy Agency’s (IAEA) Integrated Regulatory Review Service (IRRS) arrived in Hungary to review the national nuclear regulatory framework. The international peer review takes place between 6 and 17 October 2025 in Budapest. The IRRS is an integrated approach to assessing the regulatory framework and the activities of regulatory bodies involved in the oversight of nuclear safety. The review was initiated by Ms Andrea Beatrix Kádár, President of the HAEA on behalf of Hungary.
Experts compile their findings based on interviews as well as site visits in a report assessing how the domestic regulatory framework complies with IAEA requirements and standards, provides recommendations and suggestions for improvement, and notes good practices that can be adapted for use elsewhere to strengthen safety. The Ministry of Energy, the HAEA, the National Center for Public Health and Pharmacy, and the Baranya County Government Office are participating in the mission.
In her opening remarks of the mission, Ms Kádár underlined that an independent peer review is not only an EURATOM requirement, but also an excellent opportunity to enhance established practices, to learn from the international experts and incorporate these experiences into the national framework.
This is the second IRRS mission to Hungary, the first taking place in 2015. The president of the HAEA highlighted that preparations for this peer review begun nearly two years ago. In her closing remarks Ms Kádár welcomed the team and emphasized that all involved organizations are looking forward to their work and their findings.
Mr Ramzi Jammal, Executive Vice-President and Chief Regulatory Operations Officer of the Canadian Nuclear Safety Commission and head of the review team, emphasized that the mission is not an inspection and is not a one-way discussion, the team is just as much here to learn from their Hungarian counterparts as they are here to help.
Mr. Ramzi emphasized that Hungary and the Hungarian regulatory bodies should take pride in their accomplishments and based on the high-quality documentation submitted for the review commended all involved institutions for their preparation.
